| Description | GENERAL POSITION SUMMARY:
The primary focus of the Economic Development
Manager will be assess value chains and develop
access to financial services, particularly targeting
communities within the Acholi and Karamoja
Regions. Programming will often take place in
transitional contexts in which both recovery and
development approaches will be appropriate. The
Economic Development Manager will work closely
with a robust team of Officers to better address
and improve the economic future and quality of life
of its beneficiaries (clients). Based on strategic
value chain approaches the Economic
Development Manager will work with staff to
effectively link government, business and nongovernmental
sectors into a collective partnership
that will create better conditions for economic
growth. The Economic Development Adviser will
oversee and lead activities focusing on value
chain analysis and strengthening value chains,
providing agri-business advice to producer
organizations, establishing private sector market
linkages, and improving access to financing for
value chain actors and fostering market access
and linkages. The ability of the Economic
Manager to push forward market-driven
approaches in all stages of programming will be a
success factor.
KNOWLEDGE AND EXPERIENCE:
• An M.S., MBA, or equivalent in an
agriculture, agricultural economics,
agricultural finance, economic
development, or related field.
• At least 5 years experience in agribusiness
development projects, including
supply-side production and market
development (value chain) approaches,
Livestock Field Officer (1 position Level 4 based
in Kaabong)
The Livestock Field Officer reports to the Program Director
and is responsible for the day to day planning,
implementation, and monitoring of the Veterinary/Animal
health components of the program. S/he will work closely
both with management and support staff to ensure the
smooth implementation of the program according to
approved schedule, budgets and required quality. Under
the supervision of the Program Director, the Livestock Field
Officer will assist with the livestock economic/value chain
analysis, work with MYAP Economic Development staff to
support development strategies in the livestock sector, train
livestock owners and Ministry of Agriculture extension
workers on best livestock management practices, and
support the District Veterinary Office (DVO). All applicants
must be/have:
• MA/S, MBA in livestock Production or Veterinary
science and/or agriculture related field Minimum of two
years demonstrable experience in livestock.
• programmatic knowledge in livestock, community
mobilization, community project administration,
livestock development
• Previous experience working in Karamoja region.
• Ability to train others in livestock related fields.
• Should have experience in assessment and survey
including tools development.
Logistics Assistant /Transport (1 position level 3
based in Kampala)
The Logistics Assistant/Transport will provide safe,
transport services for MC program and support staff in the
described Are of Responsibility (AOR). Through enforcing
the established Mercy Corps Fleet Management Policy
Guidelines the Transport Manager will adhere to all traffic
and MC safety rules and follow the transport guidelines
required by the MC transport department. In addition to
these duties the Logistics Assistant/ Transport manages
the safety of all assigned vehicles and keeps proper
records of vehicles related documentation.
KNOWLEDGE AND EXPERIENCE:
• At least an advanced certificate in vehicle
mechanics and thorough technical knowledge of
motor vehicles
• Valid drivers’ license and extensive driving
experience
• Clean driving record
• Computer literate; strong MS-Excel and MS Word
skills
• Two years experience in vehicle fleet management
preferred
• Good spoken English

Ware House Assistant (1 position level 3 based in
Kotido)
The Warehouse Assist is responsible for receiving and
tracking all distribution commodities and reporting on
commodity holdings related to Mercy Corps’ MYAP
program in Kotido District. This includes activities such as
transferring the title to IMC when food arrives to Kotido,
traveling to the field during distributions and warehouse
during loading times, tracking the movement of
commodities to each beneficiary population. All activities
and commodities are to be documented in accordance with
MC and USAID FFP formats and procedures. The
warehouse Assistant will also be in charge of controlling the
NFIs (non food items) in other Mercy Corps
warehouse/storage facilities in Kotido. S/he is responsible
for maintaining an accurate commodity tracking system (all
related reports) and report directly to the Commodity
Manager.
KNOWLEDGE AND EXPERIENCE:
• At least 2 years’ relevant experience, ideally in
commodities tracking, warehousing and distribution
of food and non food items.
• Applicant must have solid skills in data entry
management and close attention to details.
• Well-developed computer skills with strong
familiarity of databases (MS Access), Microsoft
Word and Excel are required
• Familiarity with USAID Food rules and regulations
is essential
• Fluency in verbal and written English
communication is required. Candidate must also
possess an ability to follow procedures, meet
deadlines, and work independently and
cooperatively with team members.
• Good experience and skills in CTS (Commodity
Tracking System) management is fundamental.
• A degree or diploma is required, ideally in a field
related to information technology or management,
Logistics and warehouse management.
• Good experience with NGOs and food programs is
a good advantage.
• Strong organizational skills and computer
literate
Finance Manager- (1 position Level 6 based in
Kampala)
Finance Manager is responsible for all financial
functions in Uganda, including accounting,
payments and banking, payroll, budgeting,
financial reporting, and grant financial
management and compliance. He/she will ensure
compliance with donor regulations as well as
Mercy Corps’ internal policies and procedures. In
his/her role as a support to the Program
Department, the Finance manager will provide
timely reports and assistance to the Finance &
Administration Director and the Program Teams to
ensure that financial resources are used efficiently
and effectively.
KNOWLEDGE AND EXPERIENCE:
• Four or more years of progressive financial
management experience is required.
• A BA/S or equivalent in accounting or
finance is required. An advanced degree
is preferred.
• Four years experience in grants
management as well as an understanding
of donor regulations is required.
• Three years international experience is
required; international NGO/PVO field
office experience is preferred.
• Demonstrated experience and skill with
budget preparation and analysis, financial
reporting preparation and presentation and
the proven ability to translate technical
financial data into informative reports.
• Strong accounting skills and experience,
including management of the general
ledger, journal entries, payroll, payables
and balance sheet.
• Advanced computer skills in MS Office
programs, particularly Excel
• Prior management experience and strong
organizational skills
• Excellent oral and written English skills
